The committee was first established as the Idaho Territorial Centennial Commission, on April 26, 1960, with G. Nicholas Ifft serving as the Commission's first chairman. Mr. Jack Alvord, who was appointed to the Commission April 26, 1960, did much of the research of the history of the original Fort Hall and was instrumental in all aspects of the construction of the replica. Upon Mr. Alvord's death, the Idaho Territorial Commission was informally re-established as the Fort Hall Replica Commission, first meeting on March 7, 1980.
The Commission was formalized by the passage of Ordinance #2367 in June 1991, and revised by Ordinance #2525, with a membership of 15-18 members, at least two of whom shall be Native Americans. Members serve four-year terms.
