The Digital TV Transition

What is Public Access Television? Public access (also called Community Access) television offers individuals and community organizations no cost training and use of electronic media to produce their own programming which promotes awareness of new ideas and reflects the diversity of the community. Public access was a result of the Cable Communications Act of 1984, in which Congress established a provision that would permit local authorities to develop requirements for public use of the local cable system.

Why is Public Access Important? Public access television is truly a public forum and helps “build” community by providing a speaker's platform for the community. Public access television offers a unique, powerful venue for citizen expression and community dialogue. Unlike broadcast television, public access programming reflects the diversity, interest and viewpoints of people in a given community - because it's created by people in the community.

How do I air a show on Channel 12? Getting a program on Channel 12 is a relatively simple process. First, you must be a Pocatello or Chubbuck resident or pay a non-resident fee. Then come to our offices at 911 N. 7th Avenue (back of Pocatello City Hall Building) and fill out the required paperwork. Once the paperwork is completed, your program can be placed on the program schedule in an available time slot. Program scheduling is handled on a first-come, first-served basis, without discrimination or any editorial control.

Producing a Show Video Services offers production facilities, linear and non-linear editing facilities, and field equipment, all free of charge for Pocatello/Chubbuck residents to use for producing programming to be cablecast on Channel 12. To use any of this equipment, you must be certified to use our facilities and equipment by attending our studio, camera, and editing workshops.

Volunteer! Who works on the shows produced at our studio? Volunteers, that's who! Anyone can become a volunteer at Channel 12 by becoming a certified user. Even if you don't know a thing about television production right now, with training, you'll be ready to jump on a camera, or sit at the audio board. Plus, working in the studio is a blast, and you'll get to work with a great bunch of people. You're sure to find a project that interests you!

Video Services Hours Our regular business hours are Monday through Friday 10:00am to 6:00p.m. Workshop and production hours are by appointment. Channel 12 cablecasts video programming 10:30am to 12:00am Monday through Friday and varied hours on Saturday and Sunday depending on programming requests and staff availability. Public Services Announcements Channel 12 offers a no cost means of publicizing community events through the community bulletin board, which is displayed when video programming is not playing. Announcements must be noncommercial and be supplied in written form with a phone number and name of a contact persons. Announcements can be dropped off, mailed (911 N. 7th Avenue, Pocatello ID 83205-4169) faxed (234-6296), or e-mailed to koborn@pocatello.us

Government Access, Channel 11 Channel 11 provides gavel to gavel coverage of Pocatello City Council meetings, School District 25 Board Meetings and various other government meetings. In addition to live meeting coverage you can view taped programming produced by government entities such as Idaho Fish and Game. In order to have your program shown on Channel 11 you need to be a government entity or affiliated with a government entity or produced the program in partnership with Channel 11 staff.
