Lack
of resource.
Public
response toward government and planning – lack of engagement, shifting
positions, short-term thinking, etc.
Unexpected

Interdepartmental
challenges; conflict, work philosophy differences, lack of team effort, etc.

Decisions which must be validated through
multiple levels of authority become tentative and inefficient. Therefore, staff members are given authority

Decisions
shall serve to implement the plans and policies of the City Council.
Decisions
shall serve to further the public’s interest, especially in regard to public
health and safety.
Decisions
shall never place the City or its staff in an unreasonable or risk oriented
position.
Decisions
shall never be contrary to law or to standards of conduct adopted by the City.
Decisions
shall not commit the City to unbudgeted expenditures of money, nor shall they
make commitments that are not ours to make.
Decisions,
especially those contrary to our customers’ wishes, shall be offered with
professional courtesy.
Decisions
shall use code in the least intrusive manner possible, but all decisions shall
be code based when code applies.
Decisions shall be consistent, fair and equitably applied. Field judgment and discretion are allowed.
Decisions
of code enforcement against our customers shall come only after they have been
educated and given the opportunity to comply with code provisions.
Decisions
of a serious magnitude shall be discussed with the immediate supervisor prior
to being made and implemented.
