Our Core Functions:

 

CURRENT PLANNING – create and manage the zoning, sign, boarding house, wireless communication facility, and historic preservation ordinances and other manuals or protocols relevant to better implementation of the City’s comprehensive plan; development review; solicit and manage public dialogue; and code enforcement.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS – management of the consolidated plan and all other relevant documents, and corollary actions relevant to making city and subrecipient programs funded by CDBG dollars compliant with federal regulations and successful in implementation.

INTERACT WITH AND SERVE CUSTOMERS – provide information and assistance to all of our customers with dignity and respect.

ECONOMIC DEVELOPMENT – promote and assist in community job creation, job retention, investment formation, prosperity enhancement, and quality of life protection and promotion.

LONG RANGE PLANNING – create and manage the comprehensive plan for the City including the update of appropriate implementation ordinances.

SPECIAL PROJECTS AS ASSIGNED – by the Mayor and Pocatello City Council.

Obstacles to our Work Objectives:

 

Work load and potential burnout.

 

Public attitude toward government and planning – the “I” versus “We” syndrome.

 

Lack of resource.

 

Public response toward government and planning – lack of engagement, shifting positions, short-term thinking, etc.

 

Unexpected “drop everything” work projects.

 

Interdepartmental challenges; conflict, work philosophy differences, lack of team effort, etc.

 

 

Our Decisional Philosophy:

 

Decisions which must be validated through multiple levels of authority become tentative and inefficient.  Therefore, staff members are given authority and responsibility to make decisions and take action consistent with the following guidelines.

 

Decisions shall serve to implement the plans and policies of the City Council.

 

Decisions shall serve to further the public’s interest, especially in regard to public health and safety.

 

Decisions shall never place the City or its staff in an unreasonable or risk oriented position.

 

Decisions shall never be contrary to law or to standards of conduct adopted by the City.

 

Decisions shall not commit the City to unbudgeted expenditures of money, nor shall they make commitments that are not ours to make.

 

Decisions, especially those contrary to our customers’ wishes, shall be offered with professional courtesy.

 

Decisions shall use code in the least intrusive manner possible, but all decisions shall be code based when code applies.  Decisions shall be consistent, fair and equitably applied.  Field judgment and discretion are allowed.

 

Decisions of code enforcement against our customers shall come only after they have been educated and given the opportunity to comply with code provisions.

 

Decisions of a serious magnitude shall be discussed with the immediate supervisor prior to being made and implemented.
